  1. coordinates and supervises all aspects of the Building Department to ensure compliance with local and national building codes and ordinances, zoning regulations and specifications to ensure the prompt and efficient operation of the office. Serves as a working supervisor/foreman for accomplishment of building inspector functions.

Manages and administers all aspects of operations of the Building Department. Prepares building codes for adoption and presents them to the County Manager, the Board of Appeals and the Board of County Commissioners for public hearing and final adoption. Prepares valuation tables and fee schedules for adoption by the Board of County Commissioners. Ensures the proper the collection and processing of fees by the department. Reviews fee schedule annually and makes adjustments to meet the needs of the department and inflation. Manages the implementation and enforcement of the Building Code of Fremont County, Flood Damage Prevention Regulations and International Mechanical Code as referenced by the Building Code of Fremont County. Manages the Flood Damage Prevention Regulations through issuance of flood damage prevention permits, conducting audits of elevation certificates for completeness and accuracy and conducting inspections of completed projects for compliance. Manages the implementation and enforcement of the Fremont County Onsite Wastewater Treatment System Regulations through supervision of the application process, issuing of permits and conducting inspections of processes. Develops long term goals, policies and procedures to enhance the operation of the department to ensure compliance with local, State and Federal laws. Reviews plans to ensure all building codes, local ordinances, zoning regulations and specifications are met. Monitors construction sites for overall compliance. Prepares the annual budget for the department including revenues generated, expenditures and capital items. Works with the County Manager in monitoring expenditures to ensure the proper and efficient management of funds.


Bachelor’s degree in Engineering, Architecture, Construction Technology or equivalent from an accredited college or university; or six (6) to ten (10) years related experience or training; or equivalent combination of education and experience.

Additional Requirements: 

Valid and current Colorado Driver’s License. International Code Council (ICC) - Building Inspector Certification required, with ICC Plans Examiner Certificate preferred.
