Summary: 

This position serves as a reviewer for various County department and makes recommendations based on knowledge of established engineering concepts and practices while ensuring compliance with Federal, State and Local regulations. Oversees County infrastructure, construction and grant projects from inception to completion.

Duties: 

Reviews Planning and Zoning applications and commercial building permit applications for compliance with local, State and Federal standards and requirements, including street standards, driveway access standards, sanitation facilities, drainage plan requirements, storm water management standards and floodplain damage prevention and mitigation requirements. Reviews County public works projects and building projects proposed by various County departments for compliance with best engineering practices and compliance with the standards listed above. Provides recommendations, reviews and technical assistance to various County departments concerning floor plan layouts and changes, asbestos building material maintenance, floodplain issues, storm water management, easements, fencing, grading, utilities and other engineering issues. Prepares and submits plan designs, specifications and Request for Bid packages. Assists in pre-bid discussions, amendments, opening of sealed bids and makes recommendations on the bid awards. Oversees projects to ensure compliance with established budget, quality control, compliance with regulations and timelines are met or exceeded. Provides technical assistance including site visits, inspections, code review, drafting, as-built drawings and report preparation; as requested by the Fremont County Department of Transportation (FCDOT) for public works projects, culvert replacement, stream crossings, hydraulic and hydrology studies, floodplain management, storm water management planning, grant application support and cost estimates; performs periodic on-site inspections of closed landfills.

Qualifications: 

Bachelor’s degree in Civil Engineering from an accredited college or university, plus three (3) years of professional experience as a Civil Engineer or in project management; or a combination of education and experience.

Additional Requirements: 

Valid and current Colorado Driver’s License. Knowledge of the practical application of engineering science and technology. Skill in the use of computer software such as Microsoft Office, Graphic Information System (GIS) software and drafting software.
